Bake Pie Crust: Bake your pie crust according to package or recipe instructions. Set it aside to cool completely.
Make Chocolate Filling: In a medium saucepan, whisk together cocoa powder, sugar, and flour. Gradually add milk, whisking until smooth. Add egg yolks and butter, and cook over medium heat, stirring constantly until the mixture thickens into a smooth, creamy filling. Remove from heat and stir in vanilla extract. Pour the filling into the prepared pie crust.
Whip Meringue: In a mixing bowl, beat the egg whites and cream of tartar on high speed until soft peaks form. Gradually add sugar and continue beating until stiff peaks form.
Bake Meringue: Spoon the meringue over the chocolate filling, spreading it out to touch the crust edges. Bake at 350°F (175°C) for 10–15 minutes, or until the meringue is lightly golden.
