In a large pan, sauté bell peppers and onion in oil over medium/high heat until tender. Remove from pan and set aside.
Brown ground beef in the same pan, season with salt and pepper, and drain if needed.
Return beef, peppers, and onion to the pan. Add cream cheese, ketchup, Worcestershire sauce, garlic powder, and water. Stir and heat over medium until thick and bubbling.
Turn off the heat and sprinkle cheese over the top. Stir the melty cheese into the mixture.
Serve the sloppy joe mixture on toasted hamburger buns, topped with additional shredded cheese if desired.
